I think the recent london discusions show how fortunate we are in the UK to be pre empting anything like this occuring.

our laws are already adaptable enough to cover most situations and , thankfully, in general our police are intelligent enough to use and adapt those laws to the everyday things that happen.

thus they could make caching unlawful very quickly but thankfully they realise that there is no need.
