What do people think of trying things out in one county first before going national?

Or should we cover the whole country straight away?

HCC is a trial area and we must learn from that. If this is successful then there may be an opportunity to approach other councils with this precedent. There will be a need to approach other local organisations but the real value of GAGB can be in negotation with major National Landowners like FC, NT, EH etc. The principle benefit for the major land owners is that they only have to negotiate once with Geocachers; they have no incentive to negotiate muliple times with multiple organisations.

We need to use all available Geocachers' expertise / resources from the whole country to give negotiation the best chance of success.

Yes, I think much has ALREADY been learnt from the various people's interactions with HCC.

Indeed: whilst several people have suggested starting with local organisations, this is the BIG problem with going that way.

Given that we all manage to communicate well (in a technical sense) if we have a national organisation, then other than for "social" reasons, there is little to be gained from local organisations.
