Who owns/has responsibility for the park?
Council -parish/district/county, or a private organisation?

The County Council.
A footpath is a right of way to cross and recross land. Gives you no other rights whatsoever.
Please try and speak to the owners of the land and discuss placing a cache, chances are they'll be friendly, especially if you show them some of the long term agreements we hold. the number of caches placed in similar situations without permission is huge and has casued numerous problems when they are found by the owners.
