    Have you tried since 11.15 this morning (Thursday)? I discovered the permissions were set wrongly and changed them - you should be able to now.

    Right, I've taken another look and found a setting I'd missed. Ordinary members (but not non-voting members) should now be able to start new polls in the Polls forum.
